Sony is live at Gamescom 2013 and has admitted that high-speed Internet access is an important aspect of the PlayStation 4 experience, so it has inked broadband deals with Virgin Media, Ono, Orange and T-Mobile to ensure Europeans always have an Internet connection with their new consoles.

The company specifically revealed it is working with European ISPs to offer broadband, with bandwidth reserved for gaming. Broadband packages in the UK will come Virgin Media and Orange. The packages are special in that they are fitted to the PS4′s needs. For instance, reserving bandwidth allows for faster downloads and less lag during gameplay.

There isn't much else known about the partnerships at the moment, though it seems the European countries under the broadband deals currently include the UK, France, Germany and Spain. We've contacted Sony and each of the Internet providers and will update when more information becomes available.
