If reports are accurate, then Microsoft is attempting to rope the developers of popular iPhone apps into developing for the Zune HD, going as far to offer "a bucket of money".John Gruber at Daring Fireball recieved an email from the developer of an iPhone Twitter client who was contacted a few months ago by Microsoft with an offer to port his app to the Zune. If the company's talking to one developer, it's likely they're talking to many.
Some have criticised Microsoft's PMP for not offering an application platform in the same way that its direct rival, the iPod Touch, does. Perhaps the company has plans for that after all, and will roll something out after launch.
