How do you encourage civic pride in a baby? Apparently, according to a report on the BBC website, you give them a certificate.

Now, I've heard of some hair brained schemes, especially when local councils are involved, but this really takes the biscuit. The scheme will issue a civic pride certificate with the birth certificate, welcoming a new citizen to their city of birth.

As with many other certificates, will employers be looking for proof of civic pride? Can you get a GCSE in civic pride? Apparently it's only a memento - which makes it even more pointless.

Maybe councils should try giving babies something to be proud of, rather than papering over the cracks with another form.
