Is this Apple's high-end in to the netbook market?

As we get closer to Apple's WWDC event in June, Apple-flavoured rumours are swirling around the internets with increasing intensity.
The latest Apple product to see a juicy rumour leveled at it is the MacBook Air, Apple's super-thin laptop.
SiliconRumours reports that Apple is planning to release a whole family of MacBook Airs, including a new "entry price" model.
With a price ranging between $1300 and $1500 (the current Air's cheapest price tag in the States is $1799), the speculation is that it could be smaller than the current 13.3-inch offering - perhaps a way for Apple to enter the mini-notebook market without going low-spec netbook.
The next-gen of the standard Air is rumoured to get a built-in 3G modem, possibly SSD storage as standard rather than as a premium, and maybe integrated GPS.
