Ofcom is starting a public consultation about the mobile phone industry, looking to consumers as well as the industry to seek ways in which the current market can be improved.

Although 90% of mobile phone owners are said to be happy with their handset, it seems around 1.4 million are either "dissatisfied" or "very dissatisfied" with the mobile set-up.

"With significant market and technology developments under way, now is the right time to ask some tough questions about the future approach to regulation", said Ofcom chief executive Ed Richards.

In particular the process will look at improving pay-as-you-go services and increasing mobile phone coverage across the UK.

A blog has been set up by Ofcom during the process, which is due to close on 6 November.
