California brings in cyber bullies bill
Gives schools power to take action

It's been debated for around two years, but now the State of California is putting into place real measures to combat cyber bullying.
The California Senate has now passed Assembly Bill 86, which was introduced by Assemblyman Ted Lieu nearly two years ago.
At the time, it set out to make children eat better food at school, but, over the years, has now become a piece of cyberbullying legislation.
A passage in the bill, which has been changed four time this year alone, now reads: "It is the intent of the Legislature... to develop and implement interagency strategies, in-service training programs, and activities that will improve school attendance and reduce school crime and violence, including vandalism... hate crimes, bullying, including acts bullying committed personally or by means of an electronic act.
The bill will also "...authorise school officials to suspend or recommend for expulsion pupils who engage in bullying, including but not limited to, bullying by means of an electronic act, as defined."
The definition of an electronic act is "the transmission of a communication, including, but not limited to, a message, text, sound, or image by means of an electronic device, including, but not limited to, a telephone, wireless telephone or other wireless communication device, computer, or pager."
The State Senate passed the bill with a 21-11 vote.
