Sadly not an actual product, but the creation of the geniuses (and we do not use that word lightly) at Robots Rule who have shared the wisdom for a DIY version.
With instructions on how to create the "costume" you can also download the ElmoSapien personality file to load into your own Robosapien RS Media.
Even if you have no intention of creating what the guys described as a "fusion" product it's worth hitting the site to see a video of the little fellow in action.
